The movie follows the story of Su Can, who is falsely accused of being a beggar during the last years of the Qing Dynasty when opium was widely used. Along with a beggar gang member named Ming Xin, Su Can goes on a mission to infiltrate the secretive Fire Lotus Sect and put a stop to their opium trade that is causing harm to the people.
