Terrorists kidnap the Russian Prime Minister's two kids, take Chernobyl Nuclear Power Plant and threaten to blow up a reactor. Four Universal Soldiers go in but are no match to a Next Generation UniSol. The world's only hope is to reactivate decommissioned Universal Soldier Luc Deveraux.
